Been meaning to ask, are those cavalary troopers Rangers? (the ones with the combat armor and pulse grenades) I noticed they have all have the Fallout 2 ranger insignia.

I’ll try to summarize. Something that goes under appreciated in the lore and community is that the back before FoNV, the decades long Brotherhood-NCR war which preceded was more a phyrric victory for the NCR than anything else. By the time Helios one was taken, the toll had been enormous on both the NCR military (with many NCR units being wholly wiped out) but more importantly it was their economy that was essentially irrevocably damaged by the Brotherhood. During the conflict in California, the BoS which had been increasingly on the back foot as the years dragged on, started to launch raids that targeted and destroyed the NCRs gold deserves. That gold reserve had allowed the NCR for decades to print their own stable and universal flat Dollar currency which was backed by a gold standard. Allowing the NCR to economically dominate the west coast economy for decades. After the reserves had gone, the NCR dollar was no longer backed, and one thing led to another until the NCR economy essentially crashed under hyperinflation, banks were unable to pay back citizens withdrawals, and resulted in a complete loss of trust from citizens in the currency. Forcing the NCR to switch back to unregulated wasteland currency in the form of water backed caps as the new standard (or more accurately old standard) that allowed their economy to be dominated by merchant consortiums, Which royally screwed over the NCR, and combined with newer, more mediocre leadership that struggled to resolve the growing problems. Just made it very difficult for the nation to stay afloat. That is all to say that we can surmise the NCR was probably fairly desperate economically and exhausted militarily by the time of the Mojave campaign. A large reason why they even want Vegas and Hoover dam to begin with is because it’d be key to helping them keep their economy afloat and allow them to sustain that massive army of there’s (especially under President Kimball’s imperialist policies). So Caesar’s legion (a massive, economically stable and rapidly growing militant empire that was at the peak of its power) was able to take great advantage of all that by throwing the NCR into a horrifying and costly war for the next few years that exacerbated all the previous crippling issues the NCR was having into something exponentially more fatal. NCR morale was further destroyed by legion brutality and thousands of causalities, they were losing ground on the frontlines, the army was conscripting anyone they get could their hands on just to maintain their fragile positions (troopers were only given 2 weeks of training by the final stages of the war), the NCR military elite had been mismanaged horribly by President Kimball and sabotaged internally from within by Chief Hanlen. So by the time of 2281, the NCR was essentially near collapse. Shady Sands being nuked a couple years after the Mojave war was the final nail in the coffin for them.

Moonlight

Seeing this and what the NCR would have to be capable of in order to defeat the Brotherhood does leave me with a lingering question... how the hell did the Legion get the better of them so quickly following this? I rather wager SODAZ here would be able to answer the question to a greater satisfaction than what the game presented, given this depiction of the NCR is heads and shoulders better in both a narrative and military logistical sense.
