I think the issue with Margo and Elliot is two fold. First, things are not going well in the world lately, which always means the current leaders are in trouble. The other thing is you have to think about it from the fillorians viewpoint, they have always been ruled by people that are not only not from their country, but not from their world. It would be like if someone from Russia was the only person who could become the US president, or vice versa, that has to be grating on not only their pride but their society as well. Random people from earth coming to Fillory over the centuries and either ruining or fixing things, but probably acting completely differently from the previous rulers. Also that rule was only put into place by the whims of the gods.
