This let's you as an artist milk (pun intended) some "will they or wont they" tension and it subverts the usual plot where the submissive is being agressivly persued. You could even gave the demons reasons for not taking the Angel fully be rather noble. He doesn't want the Angel to have to deal with living in hell. Though to the Angel not being with his beloved master is the worst torture.

I'm imagining they're something like the anti-child police from Monsters Inc. In response to your question, Angel is kinky too, but the halo puts out some sort of mild anti-fuckboy field that keeps him from acting on his horny impulses. Removing it causes them all to hit him at once, to Demon's (not his actual name) delight.
