I think from Brooke's perspective, she has always been upfront about her feelings with Lucas. In the early episodes, she asked Peyton a lot how she felt and Peyton would deny it. Then they had that almost hookup and she rejected him and Brooke had told her she would give her time to go after Lucas but then he was fair game but Peyton didn't. I do think Brooke is definitely being in denial about Peyton's feelings for Lucas. However Brooke is a straightforward person that's been honest the entire time so she doesn't feel like there needs to be any bad blood between her and Peyton because Peyton rejected Lucas.
