You are right about Peyton for not being completely honest with Brooke because she didn't tell her about the kiss. But the situation is more complex than that and she was right for not telling her. The way I see it : as hard as it is to accept for Brooke fans, Peyton never tried to break up Brucas to get Lucas. Yes, a selfish part of her wanted to know if there was a chance for her and Lucas, but if Brucas broke up, it was because of Lucas. So, if she had told Brooke about her feelings and the kiss, it would mean that Peyton was not simply admitting her feelings for him but was also trying to create drama between Lucas & Brooke. It looks even more selfish. To me, it was up to Lucas to tell Brooke about it but he said nothing and Brooke found about it by "accident"... What difference does it make for Brooke to know that Peyton wants Lucas to love her back ? To me, it was implied. About the library, Lucas and Peyton both agreed on the fact that it didn't mean anything. But once again, it was up to Lucas to decide what to do about it. My problem with Brooke fans and Brooke (actually, I understand her reaction, but viewers should know better) is that they are blaming Peyton for having feelings for someone (what can she do about it?) and they would have preferred that she kept lying. So yes, Peyton is kinda punished for it. The truth is that Brooke is the victim, but Peyton is not horrible. Brucas was just very weak.

Peyton saying "you cut me out because I was honest with you" is really something I dislike. Because the show makes up this narrative of Peyton growing from her previous mistakes and this time being fully honest, only to be punished for it, and many Peyton fans cling to that. Except no, that's not what happened, she wasn't honest. She never told Brooke about the kiss with Lucas, Lucas was the one being honest about it. She bever told Brooke she flat out said to Lucas that she loves him. When she admitted she loves Lucas to Brooke, she made it seem like Brooke was the first person to hear it, like she hadn't done anything about it, like Brooke was the only one she confided in out of respect for their friendship. When no, she had already made a confession to Lucas months before, had already kissed Lucas, and he was the first one she said it to. She wasn't honest, she only told Brooke a portion of the truth and ignored the rest, because the rest makes her look bad. I'll even go a step further and say that if Peyton was a hundred percent honest with Brooke, she would have said "I know you've been my friend for years, but I hope you and Lucas aren't meant to be, and I hope Lucas sees it too." Because that's essentially what she wanted when she constantly hung out with Lucas, asking him who he wanted when all his dreams come true and hoping that person to be Peyton. If she wants to pat herself on the back about being honest she should have admitted that to Brooke, that she wanted Lucas to be with her and to have feelings for her too, along with admitting about the kiss and the love confession in the library. All of that summed up makes Peyton look beyond horrible, hence why she was never honest about everything. Phew, now about Brooke. I can't side with her about the Nathan situation either. If she was a friend to Peyton, she should have told her they hooked up. If she had, Peyton wouldn't have gotten back to Nathan and would have left him for good much sooner. Giving Peyton a chance to be happy much sooner. So yes, if Brooke is all about how disastrous the Peyton/Nathan relationship was, and if she wanted Peyton to be happy, all she had to do was tell her they slept together, that way the cycle would have been over.
