To the point of Kate beeing stronger/more powerful than Derek it has noting to do with the color of the eyes (except Alphas of course). Beta werewolfs can have both yellow or blue eyes (like Dereks, Peter and Malia). Blue just means they took an innocent humans life. I think you got it mixed up with omega werewolfs. The ones without a pack, they are weaker but have the same eye color than betas.
