Absolutely, anyone can go for a commission. Also, there isn't any priority for those in the tier because a slot is only given after your idea is approved.

(Even if I regrettably can't afford it right now T_T) Just so that I'm sure I understand correctly though; as a 'Super Sundae' pledger, does this mean I do still get access to the commission queue? Just presumably without the priority that those on the $100 tier would presumably get. Right?
