He was placed there after he got his degree, he was top of the class and the high council was grooming him to eventually take one of their positions in about a decade. Because he was very reserved and rule abiding during his education they really didn’t expect him to be such a free thinker… Song helped a lot with waking up the more rebellious parts of his personality I think.
Easy trick for drawing a villain? Base their character design on an old white (usually conservative) politician!
