Song is able to recognize him as a judge here because of his coat btw. Students wear read, judges wear blue, high council wears gold, and high council assistants where green. It’s probably most common to see students out and about in uniform.

Each region is run by a prime minister, and then under them the have the 12 members of the high council.

Etty would be the first person close enough to actually have a real relationship with him, but again it’s up for you to decide whether or not that relationship is romantic or platonic, I won’t be making any definitive statements on that one!
