With Version 2 on the horizon, it's time to lift the curtain on two of the most important systems being added to Become High King of Skyrim: The Next Generation:
⚖️ The Popularity & Approval System
💰 The Kingdom Revenue System
These are the backbone of your reign — how you are seen, and how you stay funded.
🧭 Popularity & Approval System
Skyrim now tracks your approval across each of the nine holds. Your policies, proclamations, and punishments will shape how the people see you.
Each hold begins with a neutral approval score of 50/100
Your actions (e.g., adjusting taxes, executing nobles, founding institutions) shift approval regionally, not globally
A Skyrim-wide approval rating is calculated from all regions, weighted by importance (Whiterun matters more than Morthal)
View approval data in the King’s Ledger, including:
Current scores
Recent changes
Tooltip summaries ("Trending Up" / "Plummeting" / "Stable")
Receive feedback from Surgus or the Lord Administrator based on your standing
No scripts run in the background — this system is entirely event-driven and performance-safe
This is just the first phase. We’re laying the foundation for future unrest events, rebellion systems, and hold-specific consequences based on your popularity.
💰 Revenue Generation System
A robust, modular framework powers your kingdom’s treasury — blending static values, dynamic modifiers, and narrative integration across Skyrim’s factions, cities, and homes.
📊 Static‐Plus‐Dynamic Hold Tax System
Each hold has a base revenue value
The player sets a tax rate (0–15%)
Revenue = base × tax rate (+ optional head tax)
No Tax Collector = revenue penalty
Appointing a collector restores full income
⛪ Church Tithes and Royal Share
The Church collects a 10% tithe from each hold
The Crown receives a fixed share (e.g., 25%) of that tithe
Remaining funds assumed to support Church activity or future charity mechanics
🏇 Noble Exemptions and Proclamations
Nobles and clergy are tax-exempt by default
The player can issue a Royal Proclamation to tax nobles, generating weekly tribute
Revoke the proclamation to restore their exemption
Future proclamations can expand this (e.g., tax guilds, fund wars, etc.)
🏴 Guild Tribute System
Each major faction pays tribute based on leadership and loyalty:
Thieves Guild
High tribute under Mercer Frey
Reduced under Brynjolf
POSSIBLE patch for mods that end the Thieves Guild
Companions
Highest under Kodlak Whitemane
Reduced under successors
POSSIBLE patch for mods that end the Companions
Dark Brotherhood
Lower tribute under Astrid
Increases if Emperor is killed
Ends if destroyed
🏠 Royal Demesne & Player Property Integration - This will be for vanilla homes to start. Not sure if we can implement it easily for modded homes. I won't be building a million patches so it's either going to be an AIO system or a none system for modded homes.
Rent out player homes: Disables your ability to use beds, spawns tenants, generates weekly income.
Sell homes: One-time payment; home becomes crown property
Buyback: Repurchase at original price; regains full access
Property status (owned, rented, sold) is tracked for each home and updates in-world behavior
These systems work in tandem to create a meaningful political and economic layer to your rule. Everything is modular, performance-safe, and built for future expansion — including more events, custom titles, or interactive faction policies.

2025-06-04 21:07:46 +0000 UTCIt would be nice to be able to have the same thing with the Empire relations and disadvantages or advantages depending on the situation. even if you win the civil war with the Empire and become High King, in the lore skyrim is a vassal of the Emperor so relationships can vary
