Jessie (or Musashi as it said on the box she came in all those years ago) is a good villain. Maybe too good. Not it terms of her success rate, but in terms of being infinitely more interesting than the story's hero. Ash simply wants to be the very best, because that's how they wrote the theme song. Jessie has lived a longer and much harder life. She's watched her dreams get crushed one by one. But she dusts herself off, hikes up her thigh-highs, and soldiers on. (I mention her boots because YOWSA. I didn't have villianesses quite like that growing up. Evil Lyn from He-Man was probably the closest.) Bad guys/gals with back stories so miserable you can't help but root for them is nothing new. Jessie and her dim-witted compatriots fit snugly in the template formed by the Doronjo Gang of the Yatterman series. I can't help but think my own Winifred Pale takes a page from their book. I try to make sure Angela is an interesting foil. Good for goodness' sake and evil for evil's sake isn't interesting. Flaws are.
