It looks like no one explained. Basicly the weiner gag was virtually untranslatable. The word Chica keeps using is chin-chin, a common dog command for sit-up or beg. However, chin-chin is also a slang term for male genitalia. Since english slang for such has no equivalent dog trick the script writers try to perform some lingual gymnastics to try to nurse some humour out of the exchange. I've seen fansubs that attempt a different route, however they make it sound as though Chica is just talking dirty using different slang terms and none of her subsequent lines have anything to do with the dog trick, so the graphics of Pesu make no sense.
