Yeah, Breda was among Mustang's men from the start. Unfortunately, most of his team (aside from Riza) get a lot of screentime cut compared to the manga, and I think Breda gets the worst of it, with almost all of the moments where he stands out nowhere to be found in Brotherhood (Havoc and Falman still get a few scenes, and Fuery unfortunately didn't have much in the manga either).
