So that is why they didn't kill the frog and pig/porcupine. Secondly, they leave Winrey with Marco because they trust him, and he has helped them before. Yoki isn't a threat in their eyes. And finally, they have no reason to distrust Mei. Last point, they don't work with Scar because, one, he has killed many people; two, he killed their best friend's parents plus Nina (which is something that is not easily forgivable); and finally, Scar has attempted multiple times to kill the brothers. Yes, the research notes are in Ishvalen, but they believe either they have to capture/force Scar to translate the text or they arrest Scar and attempt to decode the research notes on their own because they don't want his help.
