The song originates from a music box Maho received in the Christmas episode, it only makes a very brief appearance in the anime but is explained in the visual novel at least a little. The fact that the group all know the song because of Kagari though means that they are many iterations deep into the beta worldline. Consider: Kagari learned it from Mayuri, who taught it to Okabe, who taught it to his mom, who taught it to Yuki, who taught it to Suzuha, who taught it to Mayuri, who than went on to teach it to Kagari. The fact that Okabe doesn't remember the song is specifically hinted at as being a result of Reading Steiner in the VN, which would imply that the memories Okabe actually has is from a beta worldline several iterations removed from the current beta worldline. And this would be consistent with how we know Reading Steiner works for Okabe, his memories from a previous worldline always overwrite the memories that he should have on the current worldline.
