The difference is so small that it is treated as the same world line, and Okabe doesn't feel his Reading Steiner being activated. As you already know, sending D-mails significantly changes the world line and Okabe does feel his Reading Steiner being activated. Of course, there's no scientific basis to any of this, and this is just how the logic works in this show. This is why you can't have the "Grandfather Paradox." According to the show's logic, if you travel back in time and kill your grandfather, there's no paradox because the world line had shifted where the grandfather was killed by his time traveling grandson (grandson is never born which is okay because the timeline's history is still preserved). If you somehow managed to travel back in time on the exact same world line (with precision) in this case, then yes, a paradox occurs and the universe might explode because the grandson was never supposed to be born but yet, he was. That is not to say you shouldn't be worry about time paradoxes which is why Suzuha is practicing due diligence in protecting the timeline.
