It is for this reason she didn't fully understand the parts of the contract she signed that required a certain 'look' be maintained for her employer. It's not that she didn't always want a bigger chest. She just didn't expect it to look so... fake.

Fortunately for Penelope, her employer assists in paying for her augmentations. It still doesn't help her improve her financial situation, though.
