Tier 2 Slots' future (Survey)

As everyone can see Tier 2 has been out of slot for over 2 months now and each day I get DMs asking if I can increase the number of slots for Tier 2.
However that is physically not possible as Tier 2 has 30 slots and its currently 33/30 which means I have to post everyday (30 days a month) to fulfill every requests which I am already doing currently.

I also want to give new people that subscribe a chance to request a character however most of current Tier 2 members have been a part of this community for a long time, so at the same time I don't want to remove them from Tier 2.

Currently, I see 3 options.
1. Keep Tier 2 as it is - It will prevent newer subscribers to request a character unless someone from Tier 2 unsubscribe which is rare as people in Tier 2 mostly don't unsubscribe.
2. Increase the price of Tier 2 - I increase the price of Tier 2 to $15 or $20 which might filter some members from Tier 2 and potentially put them in Tier 1 and enabling newer subscribers to fit in Tier 2.
3. Decrease number of images in a set for Tier 2 (around 40 images keeping the same price) and add Tier 3 with current number of images per request (Around 75 images with $15).
