Hubris and overinflated ego mostly, (even though the detective returning has unnerved him more than he's showing) but you've hit upon the secret pretty much, even though it doesn't come up in the dialogue.

2021-07-14 22:01:41 +0000 UTCHmm, so he's a magic-origin boss with access to barriers and PFF. They'll need at least a mag 4 mezz to break the bubble before they can hurt him directly. TPing the amulet off him should work through the PFF but I'm curious as to why he hasn't already just cast the petrify spell like he did at the first encounter. Is the amulet like the Infinity Gauntlet, whereby he can only activate one power at a time?
