Even super villains need to start somewhere. 😁. Not everyone that has magic or super powers goes full out and does the hero/villain schtick. Tara is a good example of this. She tries to just live a 'normal' life but has to deal with the baggage that comes with being a witch. Rival covens, rogue witches, etc. Bethany is just a selfish bully and uses her power to control other or make her live easier.
