Victorian clothing is known for its luxurious detail work. This was one of those times that I REALLY wanted to dive into the details, but made sure to get the base done first despite that.
So, from my eyes I see about 1,001 problems with the sculpt haha But I know that when it is all together it isn't nearly so obvious. That is why I insist that you sculpt the general form of each piece BEFORE details. Really though, just do what works best for you.
For me, I think I would get too frustrated/fixate on the details in a bad way if I didn't have a promising base to reference.
