For creature sculpts I always start with basic shapes. Then I slowly manipulate those shapes in their lowest subdivision until the general form is correct. Finally I add detail. Usually I go between dam standard brush and clay build up when I start detail work.
I recommend getting the general form "perfect" before adding detail. I noticed I get pretty frustrated otherwise haha I get caught up in the detail work, and I can't figure out why it looks bad, when in reality the whole model is crooked.
