I think they rely on the battery impedance and voltage falling over time, but they certainly stress the components. With NiMh rechargeable cells the dissipation would be lower.

2017-08-13 23:40:54 +0000 UTCYou might be interested in the "peak trail LED camping lantern" from poundland 4 AA batteries putting out something in the region of half an amp into 11 LEDs through a 2.7 ohm resistor that looks like a 1/4 watt one. It also seems to be a smoke emitting resistor since it is actually dissipating more like 3/4 of a watt and seems to be capable of melting the wires to the LEDs should they come into contact. I can't imagine a set of batteries would last long in it...
