These devices are generally simple resistor based heaters that vaporise an aroma chemical from a wick. This one has fairly interesting construction and opens easily enough that it might be viable to do an LED mod on it.

In most phone chargers a switch mode power supply is used, that converts the incoming mains to DC and then switches a small transformer at high frequency to allow the use of smaller and lighter components.
