I think this ring is intended for retrofitting into existing bulkhead or other round lights.  It's not isolated, so should be treated as being live at mains voltage when lit.  This version is for 220V use, but I'd guess there are other universal drivers for around 40V at 200mA that could be used with it.  Going by the ratings it's intended for use with a 350mA driver, but I prefer the under-running with a 200mA one.

Were you tying to use it as a photographic ring light?

I had a round fluorescent light that went about a year ago. It had a very hard to find lamp type and I saw these on Banggood, and decided to give it a go. Mine is identical but came with three little magnets to allow the LED circuit board to stick to a metal fixing, the driver then screwed into the middle of the ring. I have to say it's very bright and has lasted over a year now, albeit with only moderate use. There are also similar versions with an extra larger ring for higher output.

Oh yes you can get a little tingle from this, trust me!

Have to have a look at these, wonder if one would fit in our round florescent bathroom light.

Perhaps the entire kit is a direct replacement for an existing fluorescent light and that control box matches what would already be there? Three screws for the LEDs included because they wouldn't be there but no screws with the control box because it's assuming 2 screws already in the existing unit? Just a thought. Hey, at least there was no gagging involved this time around!
