I have just finished replacing all the sockets in my sons house after the flood here in Houston. 85 of them! And that is the ground floor only! Big house. In the living room I found that the socket at each end of where a couch would logically be has the split outlet. The lower one uses the red hot wire from the wall switch and the lower one uses the normal black hot wire. As they come from the same fuse (source) they share the neutral, But the tab linking the two hot terminals must be removed for independent operation. It is widely used here where table lamps are used for a more subdued lighting.

The dual socket with one side switched through a light switch seems common. It also seems to catch out a lot of people who think it's a faulty socket.

In September I will be fitting 4 clones like these in Canada, The ones I got have warning about GFCI and non standard outlets. The strange thing about USA / Canada outlets 1/ In the kitchen they can be 2 phase because they cut the link between the top and bottom socket so each individual outlet can run a Kettle and a Toaster on separate phases.... I can see it now 2 toasters fingers in each one = 220V I made adaptor so that they could run a UK wallpaper steamer and a UK kettle, they don't like waiting a long time for boiling water to make a cup of TEA. 2/ In the living room they often split the socket so that the bottom one is made live using the light switch near the front door so that stand lamps will come on [most of the houses I have seen did not have a central ceiling lamp ] My family found this oddity by chance when plugging in to the lower socket a floor cleaner ;-) it would only work at night when the light switch was ON. Most of the Canadian neighbours did not know about this type of wired socket either. I bought the LED lamps on Ebay UK, Pro Duplex Night Angel Light Sensor LED Plug Co... the seller does not list them now they were about £1 each 20Feb2018 John
