This is another of the dodgy power banks being sold on eBay that have completely fake ratings.  But that said, the design of this unit is actually quite nice.

I cant for the life of me remember where I got it but I have that battery enclosure except instead of the batteries being wired in it had the spring slots to load individual 18650s

3A is well out of spec for most chargers.

equipment that normally draws more just stays charging at 500mAh, perhaps the dummy load acts as a different beast. However it is good looking so I am happy to use it for low current and voltage use.

I have a similar but double size unit, got off from Ali express last year. It was as sold as an empty' case for your own cells. Even with decent capacity cells kit still exhibits similar characteristics. Ie a 500mAh load drops the voltage to 4.66v but it stays at that level. A piece of eddqaauip

The reason I dislike the fancy "auto-off" power banks is because they won't charge any of my Bluetooth earbuds! They all charge at too low currents apparently...

You already mentioned that higher capacity batteries could be swapped in, but is there anything one could tweak on it to make it output more? Hack it into something useful, so to speak.. :) Seems like a nice package to utilize.

The case is really nice. I might buy it just for building my own Powerbank with some nice Samsung cells and a charging circuit i have that MIGHT fit in there.

As always thank you Big Clive for showing us cool things. Nowadays I'm looking for a power bank that can provide closer to 3 amps for running a Raspberry Pi "emulation station" that I put together.

Have a few similar ones but mine came without batteries so I was able to use recovered laptop 18650s.

So I've done a little bit of testing - what I did notice is that if you've got the thin white USB cables from anything like this, throw them out! Some of my batteries would only charge at 100-200ma with it, then switching the cable out for a known good one meant the battery charged at 850ma (measured with a cheap USB meter, so YMMV)
