I'm guessing this might be on eBay as some kind of grow light, but it almost looks like it's intended to retrofit into an existing floodlight.

Quite neat.  Not really suited to open access where fingers can get into it, but also not really suited to enclosures that restrict airflow.  It also has that common quirk with driverless LED arrays where there is strong flicker at mains frequency.

If I used it I think I would drill out the rivets, make sure there is good quality thermal compound and then using thermal or bolts and compound the a nice big heat-sync on the rear. You could also remove the silicon from the top of the IC current control chips and use some of those smaller heat syncs that come with the raspberry pi. I am not so sure its a grow lamp, do they have a wider colour wavelength ?

I get the feeling that's the market their were designed for.

I almost feel bad for this thing! It is truly of interest, but doesn't seem to have a clear application. Either that or it has been price-pointed from every single conceivable angle so that it perhaps started out as a better design and has become the thing that we see. Deliciously dodgy.

You mentioned not having seen surface-mount MOVs before, and I was reminded that I just saw a whole bunch of them in a fire-protection system control panel last week! These ones were in a much more standard package, though; if they hadn't been blue and labeled "MOV", I'd have guessed they were resistors or caps.
