Dead Japanese sign lamp.
Added 2018-10-06 23:31:13 +0000 UTCI was sent a couple of these lamps to see if I could work out why there was a fairly high failure rate of new lamps. (The lamp is probably manufactured in China.)

Interesting fault that has taken out various components inside.

Higher frequency results in higher current, but there's not too much difference with just 10 Hz.
