The reason for the reduced volume of output is probably this: If it's a water distiller, it has a small hole at the top of the condenser coil, to let chlorine out, and anything else volatile in the water. Spirit airstills don't have these. To modify it to distill alcohol, you want to pop the lid off and block up the hole, so no ethanol escapes. PTFE tape and cable ties is a good way to do this.
