Quick "shart" of our brand new LED street lights

I know that some new LED street lights will flash to indicate that they need addresses assigned on the lighting network.  But i think these ones have a high resistance connection somewhere resulting in the capacitors charging up, the lights kicking into action and then the voltage dropping to the point they go out again.

I wonder if that was the actual problem that caused them to change out the old low pressure sodium lamps as being "faulty".  If that's the case then the installer probably didn't test them - or maybe they have to get someone else to do actual fault finding.
