Inside a (recalled) kinetic picture

These were very popular here in the early 2000's, until they suddenly got pulled off the shelves due to their tendency to get very hot in use. You could actually smell the hot electrical smell from them when you walked into the shops that sold them.

The internal construction is very DIY looking.

I only ever saw these in Chinese restaurants in the 90's. Using a Moire pattern for the lower part is a clever idea. Looks like a prime item for an LED conversion.

There is a smaller version of these pictures that use a rotating polarised disk and hand placed strips of polarising material on the back of the picture.

Weren't there other animated pictures that used polarising filters? I remember ones that demonstrated how nuclear power stations worked.

These were quit popular here in the states with Chinese take out restaurants. But they were much larger. Almost 2m wide and 1m tall.
