Thank you very much for your support! The customizable, layered PDF with tavern and tavern decor is available below.

After running a couple of tests involving using Adobe for Linux to view the files (installation instructions found here: https://www.fosslinux.com/1776/how-to-install-adobe-acrobat-reader-in-ubuntu-and-linux-mint.htm) I found that the time spent in loading the layers seems to be related to be how Okular handles PDF files. When opening in Adobe the maps and layers can be loaded and unloaded much quicker.
