He never really broke the veneer of civility that he portrayed to the world, so it's difficult to gauge just how bad and capable he was himself - was he just a more controlled and restrained version of Fisk, or something else entirely? You certainly get the impression that he's not fond of the world he's found himself in, that he belongs more in the sort of criminal circles that Leyland was in, but his loyalty to Fisk ensures that he stays
