All answers will come, yes. I look forward to the reactions to Higurashi Kai (season 2) continuing the Answer Arcs. And yes, that final credit scene was supposed to imply a new timeline or loop starting. In the visual novel the arc ended at the rooftop scene with credits dialogue explaining that when Keiichi was released Rena was arrested and taken into custody at Okinomiya. It leaves off with one final dialogue that her case was still ongoing as they were still left wondering whether she was mentally sane or not during the time of her rampage to take full accountability for her actions.
