Air Benders receive them after mastering 36 tiers of discipline, and each inch must be carefully tamped in over hours while the receiver meditates. Aang is quite young to have received his tattoos. ((also, any speculative thoughts about why his tattoos glow in the Avatar State? I'm curious to hear your ideas...))
