She def knows more about the Power Broker than she's letting on. And as for the "convoluted" nature of the plot, y'all happened to be talking over more of the exposition and plot than usual. Zemo explaining his royal background, the Doctor's scene, Karli and her friend talking about their pasts and motives...tons of info in this ep.

Zemo somehow knew this and made sure to kill him fast. Agent 13 has some sort in invested interest in the power broker, she either protects them or if its a title that passes down then she is the power broker.
