Kids get gunned down in school at least monthly and we collectively move on a few days later. I’d be willing to bet after 5 years of Kira existing and killing most of us would just move on and ignore it like we do everything else lol

But the reality is that the harsher the punishment will not drop criminal activity as much as people like to think. The US would definitely become chaotic knowing that there is mystical ocult, satanic powers out there. They might think Kira is the devil or God.
