Historically before modern joined-trousers developed around the 17th century you would wear like a tunic thing that went down below your crotch and you would pull up stockings which went on each leg individually and then when the upper garment got shorter people continued wearing them that way and added a codpiece to cover their genitals up. Eventually all three of these elements became fused into breeches and afterwards modern trousers. The plurality is a holdover from when you had a pair of them.
