Cryptocurrency wallets are stored either on a physical drive or an external bank you use like a normal bank. Not your keys not your crypto is basically the community's coded way of partially acknowledging the massive amounts of crypto banks that are scams but making it a joke instead of directing it to critical thinking. For example, an early bank, mount-gox(mtgox, originally a MTG cards site) ended up losing nearly half a billion dollars worth of crypto when ineptitude turned into active scamming.
