In general yes, especially with challenging weights. The reason is because your entire shoulder must rotate in two axes above parallel. You can use light weight to strengthen the joints, though; there's some rarely-exercised muscles hiding in there that you can only target this way. But go LIGHT.

As I understand it, you shouldn't really go up higher than parallel to the floor – especially if you have or had any kind of shoulder injury.

With Standing Front Dumbbell Raises, form is of paramount importance--resust the temptation to swing, or else you'll get nothing out of them, and could injure your shoulders.
