Thanks to Sui and Nezz for help with the japanese at the end there. It's Genji's ultimate (as per some googling and a Reddit thread: ["Ryujin no ken wo kurae!" which roughly translates to "Take my Dragonblade!".]), but a bit of tinkering has been done so he's (hopefully) shouting something more like "Take my rope!".
