I think the pirates wanted to keep her the least dignity. Clothes indicate a person's identity. The pirates wanted to display the fact that they had captured such a superior woman. But I guess they couldn't resist the instinct to see her panties. :D

Nuthin' like a damsel in full size under the blazin' sun!
Excellent job putting so much detail into the wrinkles of the various cloth gags, not to mention the blush of Celica's face due to her rather embarrassing bindings; it's almost as as if she's literally been turned into a "puppet on strings, only said "strings" (the ropes) are below rather than above her.
Having the bottom part of Celica's dress was a nice touch, too, which makes her as-of-yet undamaged top part provide a nice contrast (like her situation hasn't gotten that bad yet, at least the pirates haven't gone that far). And of course the removal of her leggings would be an additional "insult" to someone royal-born like her.
Just realized that the "blush" could also actually be sunburn from the aforementioned blazin' sun, which then reminded me of the clear blue sky and deck details you put in this drawing too. 10 pirate flags outta 10!
