Yea Walt knew 100% that all he had to do was roll her on her side so she doesn't drown but he let her die instead. Given everything she just said to him about not knowing if she will be quiet on top of him caring about Jesse and wanting to get him out of this he made the choice. In the end he choice to save Jesse.

But Bob Odenkirk, who plays Saul, had a scheduling conflict. Enter Mike Ehrmantraut, who was written into the script to come in and be the cleaner. So we almost didn’t get to see one of the most beloved characters of the Breaking Bad franchise.

He was originally going to help her from choking, but you saw him think, she is a danger to him, and let the scene unfold without helping her from choking. Several famous people died this way by choking on their vomit, when they could not wake up from their drug or alcohol stupor.
