Both Diggle and Tommy are probably overreacting but it's understandable. With Diggle it's very personal because of his brother so he isn't thinking logically. He just sees Oliver choosing to help Laurel get out of another mess she finds herself in over helping him avenge his brother's murder. With Tommy he sees the truth, his relationship with Laurel is doomed no matter what. He stays with Laurel but will be lying to her the whole time because he knows Oliver is the Hood. Or Laurel finds out that Oliver is the Hood and she leaves Tommy for Oliver.
