Children's Daemon's don't settle into their chosen form until the kids get older. This is why Pan can change at will. When this episode aired in the UK some viewers were baffled that Pan didn't change into something bigger to defend himself as the monkey had settled. I argue that Pan is just not a fighter, it was a fight or flight situation and he tried to get away. He's just a child too, technically. People don't choose their Daemons or their forms. Hope this helps. :)
