i think part of it with wally is that they don't want him jumping straight into fighting savitar who is real powerful like how barry didn't fight reverse flash in the first eps and then got his but kicked he fought some random metas wally needs to work up to it but the are afraid if wally go out he is going to go straight for savitar and get killed. but yeah they should more open to training him but make sure he works up to the boss fights like barry did.

2020-05-19 04:45:30 +0000 UTCsome metas may have been around but not well known, there was the jsa, and deathbolt was a meta that somehow got his powers outside of central city. not sure if any others where brought up or if there were any others we don't know about or could be out there but haven't been introduced yet either metas or others with powers which may be all lumped in under the meta banner. in the comics there is a meta gene and then there are also others that get powers in various ways like sampson on arrow. sometimes they are considered seperate things i think and sometimes they are all considered metahumans or another another words enhanced to superpowered humans
