The arrowverse team must have figured they weren’t utilizing their translators enough, so they just added that random language scene in so that they had a reason to keep the linguist on staff.

The whole “you’re my guy” thing was supposed to get across the dynamic of genius mentor and inspired (possibly obsessive) student, I think. Although the way Hartley spoke and the cheesiness of his lines could have contributed to why you thought that.
