Yes and no. Simpson doesn't care about collateral damage. Jessica knew Kilgrave never went anywhere without countermeasures. Yes, she could have killed him many times, but then she knew doing so would kill others. Also, for much of the time, she was trying to save the girl in prison. To her, that girl was a symbol of herself. Also, say for instance, the bomb in the house. She knew other people were in the house, so the bomb wouldn't have just killed Kilgrave. Flat out, Simpson was just a psycho who didn't care how many people died, including Jessica.

I guess that shouldn't be surprising, The New York Metropolitan area has a population of 18.8 million, to give perspective thats only 6 million less then the entire population of Australia.
