They may not have explained it very well, but the future section of Star City known as The Glades (which is on the edge of town) broke away from Star City and then became it's own separate little city. Future Rene is mayor of the city of The Glades, not Star City. This could probably never happen in the real world. But this is a comic book fantasy world.
You made note of the difference in appearance between kid Zoe and grown up Zoe. Others have made that same observation before. You noted how adult Zoe's complexion closer matches Rene's. Regarding kid Zoe's complexion, just remember her mother was white.

This is the exact reason this episode was placed here. The scenes in Gotham weren't filmed in Vancouver like all the shows usually are. Those exterior scenes were filmed in Chicago.

No, the Glades is a section of Star City. It’s like Brooklyn. Sure people call it Brooklyn but it’s really just part of New York City. In this case, I thought they said the Glades split off from Star City or something idk

It was indeed Jamey Sheridan's voice of Robert Queen, which is suprising, he's not part of main or even recurring cast, so I guessed it would be just Stephen reading the letter in his own voice, but when it transitioned into his father's voice it was cool)
Although Laurel didn't appear it this episode, Katie was credited, 'cause the's a regular, but her name was changed to Katie Cassidy Rodgers because she got married before this episode aired.
Also, Ghost Initiative is indeed the Suicide Squad or Task Force X(as the government usually calls them).......They are not calling them properly because of stupid Warner Brothers and stupid DCEU, the same reason they killed off Deadshot before David Ayer's movie, the same reason they said to the showrunners not to use Deathstroke anymore before he was supposedly to be the main villian in the Ben Affleck solo Batman movie(before that fell apart)........so the show used theconcept of Suicide Squad, but was prohibited to say the name 'Suicide Squad'
I think that's the peak of human stupidity, if you ask me!

Putting aside my feelings about last season (Recap: I originally agreed with OTA in Season 6 but on rewatch agreed with NTA). I feel like the change with Dinah and Rene is more that they were done with the fighting storyline rather than the writers reacting. And based on Rene’s reaction in the final scene he doesn’t seem to completely on board with whatever that is. It seems more like someone who is having doubts about what they are doing and grasping at straws to justify what they’re doing is right. Idk maybe I’m wrong but I think i need more information before I write Rene off as a future bad guy

Danielle Panabaker confirmed that was the case for Grant on The Flash so I'm guessing that it's probably the same case for Stephen as well

I think the lead actors of each show are sometimes less present in one or some of the episodes following the crossover because they are filmed around the same time. This is what I've heard, but I'm not 100% sure on this.

Your speculation that Stephen Amell may be asking for less screen time isn’t off. The guy has made it pretty clear in interviews that he was getting tired of playing the Green Arrow. After the show ended he let us knew more about how stressful the work environment is and how much time it takes away from family. The crossovers especially are most stressful to film. Not sure if this is a spoiler but Stephen actually was done by the end of this season after his contract ended and had to be convinced to come back for Season 8 by the writers so they could give the show a proper ending
